Bender&Wirth Connector element for Nichia COB-B family 24x19mm, type 084/096/108/120/130
This connecting element by Bender + Wirth is perfectly suited for the fast and uncomplicated installation of Nichia Chip on Board series 108, 121, 130 and 216 on a fitting cooling device. Thanks to the screw connection with M3 screws no soldering is required.

Answer
Yes, you need a heat sink. The Connector element for Nichia COBs 108/130/216 provides no cooling.
